of the fifth meeting regarding GAP held on July 11, 2006 under the chairmanship
of DM Kanpur Nagar
Mr. Anurag Srivastava
The meeting was attended by officials from GPCU-UPJN,
KJS, KNN, UPPCB, CPCB, KESCO, Industries Directorate and Dr. Binayak
Rath from IITK.
1. The chairman was apprised
that a sub-committee to monitor GAP works had been constituted
by the then DM Kanpur Nagar Mr. Deepak Kumar. This sub-committee
has been meeting almost every month. The last meeting under the
chairmanship of earlier DM was held in Feb. 2006. The sub-committee
since then has met on the following dates:

Apr.13, 2006
June 3, 2006
July 10, 2006
The sub-committee should meet at regular interval,
directed the DM.

2. The chairman was informed
that a sub-committee to mitigate groundwater pollution problem
owing to industrial waste in Jajmau, Noraiakheda,Juhi Rakhimandi
and Panki areas was formed on Feb.1 by the then DM. The sub-committee
met on July 7. The chairman was apprised that a pilot project
for groundwater remediation in Noraiakheda had been carried out
by CPCB. Dr. RK Singh who was present in the meeting gave a power
point presentation on the project. He informed that the project
was successful but expensive. The full scale remediation would
need massive resources which the department lacked. He requested
the DM to incorporate this project under some scheme so that the
resources could me managed.

3. The chairman was apprised
that there were three treatment plants in Jajmau area. The O&M
costs for 36 mld CETP (including 4 tannery pumping stations and
25 mld sewage pumping station) is to be borne equally by KNN and
tanneries as per the direction of Supreme Court of India.
This was also brought to the fore that UPJN had spent Rs. 2385.731
lakh on O&M of CETP till May 2006. KNN has paid only Rs. 108.015
lakh out of its share of Rs. 1192.731 lakh. Rs. 346.769 lakh is
to be paid as electricity bills. Thus KNN owes Rs. 737.947 lakh
to UPJN.
Similarly tanneries owe Rs. 702.097 lakh to
UPJN.
The chairman was also apprised that as a follow
up to the decisions taken by the committee under your chairmanship
and sub-committee, camps to realize money from the tanneries were
held on following dates:
Feb.14-Feb.22
Mar.8-Apr.1 (7 tannery owners contributed their share for the
first time)
Apr.25-Apr.27
May 14-May 17
June 19-June 21, 06
On an average Rs. 4-4.5 lakh was realized every
month. The chairman directed that the camps be held on a regular
basis.

4. The chairman was apprised
that action on the following points was awaited from KNN:
- The issue of sewage overflow at Bhagwaddasghat which should
be pumped through Guptarghat pumping station was raised in the
meeting held on Feb.1. GM, KJS had informed that the situation
had arisen because the drain was full of garbage and silt. The
problem would be solved if the drain could be cleaned. A report
from KNN in this regard is awaited.
- A compliance report on scientific landfill site for tannery
sludge
- A progress report on sludge removal from 36 mld CETP to Rooma
dumping yard
- M/S UP Leather Industries Association representatives had
complained in the last meeting that the solid waste removal
from their area was slow, though they were paying @ Rs. 350
per trolley for the sludge removal. The then chairman had directed
KNN to take action and file a report. The compliance report
is awaited.
- Mr. Rakesh Jaiswal had desired to know the date of completion
for CCRP and its system of functioning. The Health Officer had
explained the system. The status report on CCRP is awaited.
The chairman directed KNN to make the information
in above regard available at the earliest.
5. The chairman was apprised
that action was awaited from UPPCB on the following points:
- The chromium content in the influent and effluent of 36 mld
CETP was checked by CLRI and results were reviewed. GPCU-UPJN
had requested UPPCB to control the chromium content in the wastewater
reaching the CETP through letters dated Mar.10. In response,
UPPCB had sought clarification on certain points through a letter
dated Mar.17. UPJN had sent the clarification through a letter
dated Apr.1. Again UPJN wrote to UPPCB to control the chrome
content through a letter dated May 24. The compliance report
is awaited.
- Mr. Rakesh Jaiswal had informed that the effluent containing
harmful chemicals used by goldsmiths’ shops in Nayaganj,
Shiwala, Birhana road and Chowk areas is discharged in their
sewer system. This needs to be checked. The sub-committee had
decided that UPPCB should identify such places, test the sewage
quality and produce the result so that further action could
be taken.
- Mr. Jaiswal had suggested in the last meeting held on Apr.13
that water quality, especially heavy metals contents, of the
river Ganga should be checked at Barrage. The compliance report
is awaited.
The chairman directed UPPCB to make all the information available
at the earliest.
6. Mr. Rakesh Jaiswal suggested
that fishing should be banned in river Ganga. He informed that
Jal Police (River Police) had been constituted in Kanpur by UP
State to control non-point sources of pollution like dumping of
human corpses and animal carcasses, cattle wallowing, laundering
of clothes, defecation along the river bank, floating trash etc.
The river water quality could be improved by reviving the river
police. A direction was issued that a letter in this regard should
be written to SSP Kanpur Nagar. The then DM had written a letter
on Feb.18 to SSP. As a follow up, UPJN had sent a reminder on
Mar.25. The compliance report is awaited.

7. NGOs had suggested that
volunteers should be given I-cards and some rights. A direction
was issued in this regard that VOs should produce the list of
volunteers and the detail of the volunteers should be verified
by the concerned police stations, then they should be given the
I-cards.
VO Gayatri Pariwar has already produced the
list of volunteers.

8. Mr. Ramji Tripathi had raised
the issue of drains from Azadnagar, Nawabganj areas falling into
river Ganga. A discussion was held to solve the problem. During
the discussion Prof. Binayak Rath had suggested an oxidation pond
as an economical option to solve the problem of sewage drains
from Kalyanpur and Vikasnagar areas. Dr. Rath who was present
in the meeting told that soon he would present a proposal.

The chairman was apprised about the drinking
water problem in Nauraiyakheda. The chairman directed to convene
a separate meeting on this issue.
